Purpose of this PR

this PR fixes https://fogbugz.unity3d.com/f/cases/1378692/

In Turkish there is a special i, and for the VolumeEditor when looking for the property m_IsGlobal, String.ToUpper() converts it to m_İsGlobal and cannot find it


Testing status

locally tested the project in Turkish, tested the template project.
