feat(web): Expenses and Audit keep a clear-filters control while rows are still showing (#679) - #697

… are still showing The control that clears filters lived only inside the ZERO-ROWS empty state, so it appeared only once the filters had already hidden everything. On Expenses that became a dead end when #667 replaced the month picker with a from/to range defaulting to the current farm month: the only routes back were blanking two date inputs by hand or narrowing until the list emptied. Audit had it worse — four controls plus a URL-borne entityId scope, and an empty state that is a bare muted paragraph by #655's classification, so no action at all. Both screens now carry the control in the filter row, keyed off whether anything is narrowing, present while rows are still listed. Two decisions, both the owner's: - On Expenses, clear RESTORES THE CURRENT-MONTH DEFAULT rather than blanking the range. Blanking would leave the period total describing every expense ever recorded, which is the framing #667 declined to make the default. All-time stays reachable as its own labelled action in the empty state, where it is the useful move and clear would be a no-op. - On Audit the control sits in the filter row, not the empty state, so #655's classification of that empty state is untouched. Audit clears all four filters in ONE URLSearchParams write: the PROTECTED comment on updateDateFilter says separate writes in a single tick lose all but one, and a test pins the whole set. The entityId scope is deliberately kept — it is where the view was opened, not a filter the user set here. Help page and all three locales updated in the same PR, with each locale's prose naming the buttons by that locale's own labels. Four mutants, each killed on its named assertion, baseline green both sides. Full web suite 2513 passed. Closes #679
