What and why
Closes #565.
Adds a project-based Aspire 13.5 AppHost as the preferred full-stack local-development entry point. It orchestrates the existing PostgreSQL 18.4, Redis 7.4, API, and Vite applications with dynamic endpoints, readiness ordering, existing health checks, immutable image pins, PostgreSQL persistence, and the secured local dashboard.
The API's existing telemetry pipeline now consumes standard
OTEL_EXPORTER_OTLP_*transport settings only when the canonicalOtlp:*profile is absent. Canonical settings remain authoritative as a coherent profile, exporter endpoint/protocol/headers are overwritten for both signals, and serving versus one-shot validation behavior remains fail-closed without leaking ambient collector credentials.The contributor documentation includes the Aspire workflow, dashboard/telemetry checks, persistence semantics, the dependency-only Compose fallback, and a fail-closed reset procedure that resolves and validates the exact PostgreSQL container, immutable image, mount, and volume before non-force deletion.
