Our Effect service conventions say dependencies come from the environment, not as parameters to make. That way the factory's type shows what it needs. The provider adapter factories didn't follow this: they took ProviderHost, IdAllocator, FileSystem, Crypto, Path, the child process spawner, and provider runtimes (the OpenCode runtime and the Cursor SDK runner) as options. Macroscope flagged this on #17345, and we deferred it until the provider-packages stack landed.

Change

  • Every adapter factory is now an Effect.fn that yields those services: Pi, Muse, OpenCode, Cursor, the shared ACP adapter, Grok, Antigravity, and the ACP Registry. Each factory's requirements now appear in its effect type.
  • Options keep only configuration and deliberate callbacks: settings, environment, continuation offers, test hooks, and runtime factories.
  • The Grok and Antigravity flavor builders are plain functions, so they get the services their factory yielded through an explicit parameter.
  • ProviderHostShape becomes ProviderHost["Service"], per the "no standalone FooShape" rule.
  • Pi keeps continuationRequests as an option. Without one, provider-initiated work has no owner and the adapter stops it, and a test covers that behavior.

Tests

  • Tests that passed fakes, such as the OpenCode runtime, the Cursor runner, a custom spawner, or a fake host, now provide them with Effect.provideService.
  • Tests that passed the environment's own instances just drop the arguments. That covers 84 calls in the ACP adapter test.

Verification

  • Typecheck is clean for provider-core, provider-testing, Pi, Muse, OpenCode, Cursor, provider-acp, provider-grok, and the server.
  • 1724 tests pass across those packages, the server's adapter tests, provider drivers and registry, and the orchestration replay testkit.
  • vp lint and knip pass on the changed workspaces.

Devin Review

Our Effect service conventions take dependencies from the environment,
not as parameters. The provider adapter factories took ProviderHost,
IdAllocator, FileSystem, Crypto, Path, the child process spawner, and
provider runtimes (OpenCode runtime, Cursor SDK runner) as options.

Each factory is now an Effect.fn that yields those services, so its
type shows what it needs: Pi, Muse, OpenCode, Cursor, the shared ACP
adapter, Grok, Antigravity, and the ACP Registry. Options keep only
configuration and deliberate callbacks (settings, environment,
continuation offers, test hooks, runtime factories). ProviderHostShape
becomes ProviderHost["Service"].

Tests provide fakes as services (Effect.provideService) instead of
passing them in; tests that passed the environment's own instances
just drop the arguments.

Approvability

Verdict: Not approved

Macroscope's review found this PR not approvable — This PR broadly changes how eight provider adapters acquire dependencies and alters their exported factory contracts across several packages. Although the adapter behavior and defaults appear preserved, the cross-package construction refactor is substantial enough to warrant human review.

Provider-initiated Pi work currently retains its continuation service, but the changed tests no longer protect the production driver wiring. Add driver-level coverage; this gap alone does not block merging.

Exercise PiAdapterV2Driver.create in continuation tests.

The continuation tests pass a fake offer directly to makePiAdapterV2. If PiAdapterV2Driver.create stops forwarding ProviderContinuationRequests, these tests can remain green. No inspected Pi test invokes the driver path.

Keep the continuation cases on PiAdapterV2Driver.create, or add a dedicated driver-level regression test.

The Pi continuation-test nitpick is valid: #17381 had moved those tests off the driver path. Fixed in #17407, which runs them through PiAdapterV2Driver.create again. With the driver's forwarding removed, 14 continuation tests now fail.
