fixes #13868

This PR moves the decoders initialisation logic from the top-level of the module to inside the function. It was initially at the top-level because I was worried it wouldn't be tree-shaken if it was inside the function. This isn't the case; it still correctly tree-shakes when inside of the function. Moving it to inside the function prevents app from being accessed too early in inline and single output apps that evaluate these top-level statements before app is initialised.
