Publish rai_open_set_vision package to Pypi

When we have that the next steps would be (for the rai_open_set_vision package):

• Remove ROS 2 configuration files
• Remove git dependencies
• Rename the package to something a little bit more graceful
• Publish to pypi

Remaining tasks

• Remove ROS 2 configuration files, chore(rai-perception): remove dual package management #711.
• Shall we merge Publish sam2 package to PyPi Grounded-SAM-2#3? It is completed on my side.
• Update rai_perception README.md to install with pip, chore: rai-perception - update docs to use pip install and add more tests #719, pending review
• Publish rai-gsam2 and rai-perception to PyPI
• PR to fix TODO RAI pyproject.toml
