Publish sam2 package to PyPi

Purpose

Address: Publish rai_open_set_vision package to Pypi which depends on sam2.

Testing

• To build and test pip install

# From project root
python pkg_helper/package_build.py

• To test publish, run following and verify the package is uploaded to Test PyPi

twine upload --repository testpypi dist/*.tar.gz --verbose

• pip install has been run manually with rai-sam2 and installation was successful.
