Update compatible Go dependencies in azd core and all 18 first-party Go extension modules.
Each dependency was attempted separately, followed by
go mod tidy, shared-version alignment, andgo build -mod=readonly ./...in core and every extension before the next attempt.This PR contains module/checksum changes and removal of obsolete policy exceptions only; it does not contain Go source changes.

All 23 migrations below have implemented, locally validated, non-draft PRs and their own tracking issue; they are not diagnostic-only placeholders. They remain separate from this source-change-free PR.
Each migration was tidied and validated by compiling core and all 18 Go extension modules and checking shared direct dependency alignment. Source-affected modules also passed their short unit suites. API migrations include additional focused regression coverage as documented in their individual PRs.

mainindependently.All rejected compatible-update attempts are covered by these migration issues/PRs. Other pins had no newer eligible release at audit time; ahead-of-stable pseudo-versions were retained rather than downgraded. Prerelease-only new major paths (for example YAML v4 RC) were not substituted for existing stable direct dependencies.
CI status and validation limits
All 24 PRs are published, open, non-draft, and conflict-free at the final verification; every local branch head matches its published remote head. This does not mean CI is green: checks remain pending and some have failed.
Investigated failures include Go/module/toolchain download resets, lint schema-fetch timeouts, and the protobuf toolchain's JavaScript-generator download reset. The compatible PR also has a Windows status-polling timing assertion failure. The API Management live Agent container case stopped during template retrieval at the repeated-prompt guard, before provisioning/deployment; its code golden path passed. These failures are not silently treated as successful or all attributed to infrastructure.
Migration-caused runtime/recording failures found during this pass were fixed in their individual PRs, including SDK-owned global flags, JSON-RPC WebSocket encoding, and changed Azure SDK request/poll URLs. Core and all 18 extension modules compile locally with aligned shared direct dependencies; the SDK migration also smoke-checks all 18 extension binaries. Auth-dependent Storage data-plane/VS cases still need authenticated CI, as documented in #10611. No additional paid live-Azure scenarios were run for this final pass.
