A fix to mitigate #26132. this broadens the scope of param conversion to if the enable parameter has ever been changed by the user. Currently it will only convert if enabled when it checks.
This is still not fool proof, relay chute will still work with 100% default prams, This also means were more likely to override some other function that the user was using because they intended to not use chute.
