MDS-core transition

Goal : Present the plans to integrate and maintain MDS-core in the OMF
Timing : 15 minutes
Audience : Everybody interested

Mds-core is an reference implementation of the various MDS APIs, usable by agencies. Its main purpose is that of a validator.

It is NOT:

• the only implementation of MDS.
• the specification.

Work to be done before v 0.1:

• appoint members of the steering commitee.
• define a release process.
• define the features to be added in v 0.1.

The versioning specification should be separated from the Provider API in a separate file. This file would then be referenced to by the various API specs. PRs to be done by Henri Bourdeau.

Mark Maxham will investigate how the generation script adapts to the solutions proposed for issue #271. This will let us decide if we move this subject to the 0.5.0 timeframe.
