Curb Working Group CDS Launch – Candidate Release – 1/25/2022, 9:00 AM PT

Marisa Mangan kicked off the meeting at 9:02 AM by going over the zoom meeting housekeeping items. Then the following was discussed:

  • Briefly talked about the WGSC make up
  • Briefly explained the purpose of CDS
  • Briefly introduced Github as the space for the work that is done by CDS
  • Encouraged meeting participants to visit Github and contribute
  • Mentioned that Angela is going to brief on the efforts implemented for the Launch of the Release Candidate
  • Reminded participants that this group meets every other week
  • Handed the meeting to Angela

Angela Giacchetti provided a summary of how the curb space was historically managed and how that lead to the creation of OMF

  • 1900’s - 2000’s relied heavily on physical infrastructure and equipment
  • 2010 - 2020’s introduction of digital infrastructure
  • OMF was created to introduce initiatives and solutions through collaboration between the public and private sectors.
  • OMF membership is 40+ public agencies and dozens of private sector organizations
  • OMF chose open source approach
  • Open Workgroup meetings
  • GitHub and Working Group meetings open to all

Angela continued: CDS Curb Data Specifications Release Candidate voted on by the WGSC last week and now it will move forward to the formal approval process by OMF. However, it is available for immediate use. CDS is trying to resolve the challenge of managing the urban curb space as a scarce resource. CDS is a digital tool expressing static and dynamic regulations, managing events, and providing a Metrics layer to improve efficiency.

CDS benefits cities by providing the tools to map curb regulations, support public spaces for alternate uses and much more. It benefits companies by providing real-time understanding of curb activities so in turn solutions can be developed.

WGSC is open to both public and private organizations. WGSC chose to focus initially on the commercial loading at the curb space to help optimizing activities related to people and goods at the curb.

Angela handed the meeting to Michael Schnuerle at 9:17 AM

Michael Schnuerle displayed an image depicting the flow of activities and data at the curb as it is envisioned by CDS and which includes regulations, events, and metrics. Michael then expanded to describe the 3 APIs that CDS has worked on:

  1. Curb API - to digitally publish curb locations and regulations
  2. Events API - to monitor and collect events. This API is dependent on the cities’ infrastructure and tools. It attempts to standardize data collection and reporting from multiple sources
  3. Metrics API - to address things like Total Sessions, Turnover, Average Dwell Time, and Occupancy percent

Then Michael introduced a detailed chart showing how all the API’s are connected to each other and stating that these API’s can be selectively used or introduced at different times. Michael then touched on CDS and Use Cases. He stressed the fact that CDS is flexible to accommodate multiple needs to use as much or as little as you need.

Michael then restated that the Release Candidate was approved by WGSC last week but it is ready for immediate use while it goes through OMFs governance process for final approval. It’s immediate availability for use allows for valuable feedback. Usually OMF approval process focuses on fine tuning rather than on big changes. Michael then handed the meeting to Angela.

  2. Participate in the Working Group: feedback is needed
  3. Join OMF and learn how to become a member

Resources

  2. Sample Policy Language and Guidance
  3. CDS Privacy Guidance – use cases, understanding data, and guidance for handling sensitive data
  4. Pilot Programs – goal setting and planning, implementation, evaluation, and outcomes
  5. CDS web page – what is CDS and how it works. It is a continuous work in progress.

Angela then opened it up for Q&A

Q (Akshay Malik, Philadelphia) talked about how they are developing an RFP and how they included CDS as the preferred standard. He asked about the length of time that should the vendor be allowed to implement CDS.

A (Michael, OMF) Michael suggested a period of 3 to 6 months depending on the complexity and how many of the 3 API’s are going to be implemented.

(Brian Hamlin, Seattle) shared that they are planning to use CDS for curb inventory and hopefully get the ball rolling on introducing the Events and metrics API.

(Marisa Mangan, SANDAG) considering using Curb API at multiple locations within their jurisdiction.

(Regina Clewlow, Populus) shared how her company is helping the public sector in digitizing the curb, plan to use CDS, had a webinar last week about curb and mentioned CDS

Q (Angela, OMF) asked Michael to explain how our development process works.

A (Michael, OMF) weekly planning and meetings. Next month’s focus will be on refining the release using the feedback while it goes through the approval process. Depending on feedback, it can be decided whether a minor or major release would be needed in 2+ months’ time.

(Angela, OMF) continue to develop resources. One resource that is being worked on is a Webinar that can be used to share with colleagues and stakeholders.
