Bug: Duplicate "home" items in the sidebar

Description

After #10102 and #10114 that brought in a refactoring of the creation of sections in the sidebar, several side effects have been observed.

• The "Home Item" appears two times. One time at the top, one time at the bottom of the sidebar.
• The settings to show/hide the Network and Tags weren't porting correctly between sessions.

Steps To Reproduce

1- Open the application and see the sidebar.

Steps to fix

• Only add one home item to the sidebar
• Fix issue where the network and tag sections won't hide
