Purpose of this PR

  • Updated the last remaining jobs using the cds-ops/ubuntu-16.04-base:stable image, as it will soon be deprecated. The editor priming and formatting jobs are now using package-ci/ubuntu:stable, which allows a much faster preparation stage.

Testing status

Preparation stage:

  • Old formatting job (link): ~35minutes
  • New formatting job (link): ~5minutes

Started an editor priming job to see that it still works:
