feat: land the first Ask answer under the named seed next action (v2.6.0)

After #227, opening Public post from the landed Demo Corp members named the first Ask and told the operator to read that answer, but the seeded answer still sat below the input and chips. The operator still had to hunt for it.

What changed

Stacked on #74 (feat/role-responsibility-agent-ontology @ 42ccd73, includes #227 and #174). Do not merge before #74.

• Opening Public post from a report member lands the first Ask answer under the named seed next action, ahead of the chat input.
• That seeded answer appears once.
• Home list opens keep the answer after the input.
• The live body is unchanged. No cutoff body is invented (ADR 0016). No TEPP theta is invented.

Tests

• frontend/src/App.test.tsx — landed member click puts the first Ask answer under the seed next action; home list View post keeps the answer after the input.
• cd frontend && pnpm run lint && pnpm run test — oxlint clean, 67 passed.

Next action: Keep #74 unmerged until independent review. Do not merge this PR before #74. Leave cursor drafts #142–#191. Leave #215 and #224. Do not merge #214/#217/#219/#221/#228/#229 to main without independent approval.
