feat: name the first Ask after landed chat (v2.5.0)

After #226, opening Public post from the landed Demo Corp members put Ask under the next action, but did not name which seeded question to read. The operator still had to pick a chip by eye.

What changed

Stacked on #74 (feat/role-responsibility-agent-ontology @ ce27c72, includes #226). Do not merge before #74.

• Opening Public post from a report member names the first Ask: What happened between these events, then read that answer.
• That seeded chip is current.
• Home list opens do not add that copy.
• The live body is unchanged. No cutoff body is invented (ADR 0016). No TEPP theta is invented.

Tests

• frontend/src/App.test.tsx — landed member click names the first Ask under landed chat; home list View post does not.
• cd frontend && pnpm run lint && pnpm run test — oxlint clean, 67 passed.

Next action: Keep #74 unmerged until independent review. Do not merge this PR before #74. Leave cursor drafts #142–#191. Leave #215 and #224. Do not merge #214/#217/#219/#221 to main without independent approval.
