Description
The precommit job in GitHub Actions has been slowing down Harper's development for years now. It was slow, poorly parallelized, and prone to failure. When it did fail, it was pretty hard to figure out what component had the problem.
To fix this, as suggested by @grantlemons many moons ago, I've split it up into smaller jobs that can run in parallel. This gives us clear labels as to what parts of Harper may cause CI to fail, and reduces total runtime from 25ish minutes down to just 9.
