cicd: Break Up Precommit Action

The precommit action currently runs the `just precommit` script, but it doesn't do a great job of reporting where the issue took place.

While I can appreciate that the current form is easy to change, I think it would be nice to have each test in a seperate step so it is easy to see where the issue might have happened without needing to actually view the logs.
