Rename repo & builds

Context

General naming recommendations are continuing to depreciate (and expected to depreciate further) using 'monkeypox'. We likely should replace 'monkeypox' with 'MPXV' (and possibly Mpox in some places). This will require:

• Institute redirects for the URLS for all builds
  • Slack thread
  • Add mpox as the default monkeypox URL prefix nextstrain.org#712
  • Redirect /monkeypox to /mpox nextstrain.org#713
• Replace all 'visible' links (where we write out URLS for files & similar) in docs & text (such as description)
  • Update monkeypox to mpx or mpxv in text areas #165
  • Rename monkeypox -> mpox (virus) when not affecting code #169
  • Add B.1 build, downsample B.1 in non-B.1 builds, rename to mpox #171
• Rename the repo (GitHub should take care of redirects as long as a new repo nextstrain/monkeypox isn't created)
• Update old repo name references
  • Rename instances of "monkeypox" to "mpox" #220
  • CI: Update mpox repo name augur#1330
  • CI: Update mpox repo name docker-base#191
  • CI: Rename and disable mpox build conda-base#46
• Update files on S3
  • Upload with mpox in path: Rename instances of "monkeypox" to "mpox" #220

I think that sounds good. Next step would be repo rename? Let's do it one at a time to be able to know what broke it in case something breaks

Also, this effort has shifted to use mpox instead of mpxv based on @trvrb's reasoning in Slack:

I prefer mpox mainly because we've tended to use common names for viruses rather than the acronyms, eg ebola rather than ebov, zika rather than zikv, mumps rather than MuV, dengue rather than denv.
