Make the forbidden-cmdlet check case-insensitive.
A lowercase cmdlet name can pass this check even though PowerShell treats command names case-insensitively. Normalize both strings before comparing.

Summary
On Windows, the standalone GUI pairing CLI can stall for the full 30 s ACL inspection budget and then refuse to pair. #6605 checks the owner and ACL of the pairing-intent files in
src/lib/windows-owner-acl.tswith a PowerShell script. That script is otherwise pure .NET, but it read each descriptor withGet-Acl.Get-Aclis a module-autoloaded cmdlet. PowerShell 5.1 finds it through the per-profile module analysis cache under%LOCALAPPDATA%. When that profile is fresh or redirected, PowerShell rebuilds the cache by scanning every module onPSModulePath, and on hosted Windows runners this outlasts the budget. The script now reads the same descriptor with
DirectorySecurityorFileSecurity, requesting the Owner, Group and Access sections, asGet-Acldoes. Everything after that is unchanged: it still serializes the binary descriptor intoRawSecurityDescriptor, and the owner, control-flag and ACE checks and the TypeScript policy stay the same. Nothing autoloads, and a module onPSModulePathcan no longer shadow the read. This failure was hidden on
dev. Intests/gui/gui-pair-http.test.ts,standalone CLI pairing crosses real HTTP admission once and stops before SSHruns the CLI withLOCALAPPDATApointed at a fresh directory. Ondevrun 37360604391, Windows shard 7/9 stopped at an earlier failing batch from #6639 before reaching it. Once #6645 cleared that batch, this test failed at 32 s withheadless gui pair CLI succeeds(run 37384873146).The same autoload stall in the local-CA inspection was confirmed with temporary timing instrumentation on a throwaway CI branch (run 37381976691):
Get-Aclinsideocx startran out its full 30 s budget, while the .NET-only principal lookup took about 200 ms.Verification

ThedevWindows shards also carry the fix(claude): retain approved Desktop picker trust across restarts #6639 and fix(cli): guard standalone update restart with exact replacement verification #6556 regressions fixed by fix(claude): migrate legacy Windows local-CA ACLs and stop re-inspecting unchanged files #6645 and fix(cli): accept NTFS file ids above 2^53 in the update restart marker #6644, so a combined full-matrix run with all three branches is linked as well.bun run typecheckpassed.bun scripts/file-size-ratchet.tspassed.bun run privacy:scanpassed.Checklist
