Rollback late acknowledgement and configure visibility timeout

• Due to the consequences of the visibility timeout setting, this rolls back late acknowledgment until we can update celery
• Increases the visibility timeout setting from the default 1hr to 4hrs to reduce the likelihood of duplicated tasks
