Special notes for your reviewer: Southcentralus is having quota issues in the cncf sub, remove it from e2e region random selection list. Add other locations that have available quota.

new list is "northcentralus" "centralus" "canadacentral" "eastus" "eastus2" "westus2" "westeurope" "uksouth" "northeurope" "francecentral"
