Description
CLICOLOR was a way to disable colors and was removed in #12 in favor of NO_COLOR.
Like #18, I felt it unfortunate that the reference to CLICOLOR was removed but instead of re-adding it the way it was, the meaning is dramatically different in #20. It went from a way to disable color to it being present is required to show colors.
imo most users likely won't know about CLICOLOR and won't have it set and would be upset if programs started having colors off by default without opting in through CLICOLOR.
