Summary

perc-devctl (PR #2003) allocates and exports QA_CMS_HOST_PORT / CMS_HOST_PORT and prints TEST_CMS_URL, but matrix-install-smoke.py still hardcodes CMS_HOST_PORT = 9993 for docker -p. Wire freeport consistently:

• Read CMS_HOST_PORT / DTS_HOST_PORT (or freeport) in matrix-install-smoke for docker publish + probe URL
• Align Playwright / TEST_CMS_URL consumers with allocated ports
• Any health-wait paths that still assume 9993

Acceptance

• qa-up freeport is the same port docker publishes (end-to-end)
• matrix dry-run / unit tests cover host_port override
• Document env contract for Playwright (TEST_CMS_URL)
