Making Python 3.9 the minimal supported version (i.e. drop Python 3.8)
Python 3.8 has reached end of life 1y ago (see https://devguide.python.org/versions/). It is still in use for
huggingface_hubbut given 1.0 is a major release I think it's fine to force users to bump their Python versions.I also took the opportunity to bump
mypyversion (runs only in CI) and fix a few new errors.mypyversion does not depend on Python version anymore which is nice for consistency.
