deer: implement Deserialize for core::sync

🌟 What is the purpose of this PR?

Implements Deserialize for:

• core::sync::Exclusive (nightly only, taken from deer implement Deserialize for built-in types (Part 2)  #1875)
• moves atomic.rs into core/sync/atomic.rs to mirror core::sync::atomic structure

Based upon #2376, the new low-level assertion function is needed because PartialEq is not implemented on Exclusive.
