feat(connectivity): retire the model-manager REST route - #711

The portal and the lab proofs call model-manager through muster; the agentgateway REST route and its JWT policy (modelManager.route) have no consumer. Setting modelManager.route now fails the render with a pointer to UPGRADE.md. Closes #271

Problem
The connectivity chart renders an agentgateway REST route and a JWT policy for model-manager (
modelManager.route). Its only consumer, the portal, now calls model-manager through muster (giantswarm/backstage#2294), as do the agentlab proofs. The route is an unused, authenticated entry point.Change
