Adds a complete German locale in informal "du" register (consistent with autobrr) covering all 10 namespaces, with a check-de-coverage.mjs gate mirroring the existing zh-CN/fr checkers. de is wired into supportedLanguages/languageNames and the full check:i18n suite passes.

It also switches locale loading so only English (the fallback) is bundled eagerly while every other language loads as its own on-demand chunk — this drops the main JS bundle from ~3.2 MB to ~2.5 MB and keeps it under the PWA precache cap as more languages are added.
