[Gem] Topaz

This is a proposal to add topaz gem stone to the game.

Physical properties:

• hardness in Mohs scale: ~8
• density (at 20° C): 3.5 g/cm3

In game properties:

• behavior similar to gemstones - provide special effect instead of stats
• probably should share stats with diamond as it has similar physical properties

Modifiers

• electrocute - it has a small chance to electrocute enemies if used on blade. Electrocute chance and damage is boosted when used with metals, it is reduced otherwise. Copper has higher boost to chance and damage than other metals. Tool Material Modifier Ideas #172

Spawn rules

• 25000 < Z < -7000
• Never spawns in veins
