[Gem] Sapphire

This is a proposal to add sapphire gem stone to the game.

Physical properties:

• hardness in Mohs scale: >=9
• density (at 20° C): 4 g/cm3

In game properties:

• behavior similar to gemstones - provide special effect instead of stats
• can be used as tip similarly to diamond with similar effect

Modifiers

• energy-steal - when used on blades (Tool Material Modifier Ideas #172)

Spawn rules

• -1700 < Z < -7000
• Never spawns in veins

I would want sapphire to have energy-steal instead, since ruby (which has life-steal) and sapphire are counterparts to eachother.

Citrine (#1279) which currently has energy-steal doesn't fit soul-steal, I would rather move it to eg. Amethyst (no issue yet)

I would like a fictional gem to have soul-steal. Soul stealing is too cool to be given to a real life gem imo

It could even be a binding. The leather of a soul-slurping creature.. use its hide to suck the life out of other creatures.

I think this is something that should be tried in an addon/mod first.
