🎯 Problem to be solved

Tag a new release candidate (rc2) for Charon.

🛠️ Proposed solution

• Fix to allow the fetch command to work properly outside Docker
• Add a CLI flag for the DKG command that allows users to specify a timeout. This UX improvement helps large numbers of validators (e.g. 2000), as pushing out large JSON files can be challenging and require a longer timeout.
• Incorporate the license change for Charon that involves the association
• Release rc2 as a pre-release on the public releases page, similar to how rc1 was released previously

There is no need to retest all compatibility, as no code touches vital design pieces. The rc1 pre-release was already made publicly available, so attentive repository watchers likely already received notifications about it.
