Sync latest main into Az.CosmosDB-preview ahead of the Az.CosmosDB 2.0.10-preview OOB release.

  • Brings Az.Accounts from 5.5.0 -> 5.5.1 (clears the OOB pipeline's "OOB branch is latest" gate).
  • Pulls in other main changes since the last sync (2026-06-10).
  • Resolved one conflict in src/CosmosDB/CosmosDB/ChangeLog.md (Upcoming Release) by keeping both the preview soft-delete entries and main's Azure.Security.KeyVault.Keys 4.10.0 upgrade line.

Does not bump the module version; that is handled by the OOB pipeline.
