ci: Fix eslint job skipping

Proposed changes:

We lint .json and various other file types, but the CI check isn't triggering on them. Fix that.

Also expand the check for the excludelist. It probably matched the extensions that were actually in the list at some point, but it should be comprehensive in case people add new things.

Other information:

• Have you written new tests for your changes, if applicable?
• Have you checked the E2E test CI results, and verified that your changes do not break them?
• Have you tested your changes on WordPress.com, if applicable (if so, you'll see a generated comment below with a script to run)?
