Addresses #2142
Description
This PR adds a 'block' button to the suggestion popup for the Harper Chrome extension. Clicking it disables the rule and thus blocks any further lints of that kind. To re-enable, it must be reactivated from the settings menu.
I also adjusted the style of the settings gear.
