Setup the skeleton and run a simple test for the BT tester

Describe the solution you'd like
Setup the test application and everything needed to send BTP commands to the BT Tester using babblesim.
The test should just be something simple at intruction one BT tester instance to advertise and another to scan and connect to the first. Pass criteria should just be to have the connection up and running.
