Part of #46182 One caveat of this fix is that already downloaded clangd versions will error with the old, "cannot start binary" error. The new ones will be getting <img width="1728" height="1084" alt="image" src="https://github.com/user-attachments/assets/d2fdafed-6e60-4bc6-9eb2-b785fff65f3a" /> though. Release Notes: - N/A
