Database Healthcheck sends SystemStateRequest to all cluster nodes

Apparently

1. This is caused by HiveNodeStats request made to the root Hive
2. This is how HealthCheck has functioned since... at least longer than YDB has been open-source
3. This is already fixed in little optimizations for healthcheck #9221, but not ported to stable
