  1. [msbuild] Rename a few HotRestart tasks. 

    * Codesign -> CodesignHotRestartApp
* CompileAppManifest -> CompileHotRestartAppManifest.
* DetectSigningIdentity -> DetectHotRestartSigningIdentity

This makes it less confusing with regards to the other tasks with the same names.

It also makes searching and understanding binlogs easier.
