[msbuild] Rename a few HotRestart tasks.

[rolfbjarne]

• Codesign -> CodesignHotRestartApp
• CompileAppManifest -> CompileHotRestartAppManifest.
• DetectSigningIdentity -> DetectHotRestartSigningIdentity

This makes it less confusing with regards to the other tasks with the same names.

It also makes searching and understanding binlogs easier.
