In order to get the new settings merged sooner self-hosted support will be implemented in a future release. This PR will redirect the user to the old (existing) settings screen for self-hosted sites, for .com sites they will be taken to the Calypso settings screen.
Due to an API limitation in .org most of the settings are currently inaccessible. There's a patch on the way (looking like 4.5) which will expose the settings we're looking to use.
