Editorial reorg of text defining REC track statuses (#1079)
* Switched the definition of REC track to point to the full list of maturity stages, rather than the summarized version of it. * Move a few paragraphs around, for ease of reading * Use more open-ended phrasing for the sentence introducing the summarized list of statuses Co-authored-by: fantasai <fantasai.bugs@inkedblade.net> Co-authored-by: Jeffrey Yasskin <jyasskin@gmail.com> Co-authored-by: Ian Jacobs <ij@w3.org>
