Refactor ArUco detector to separate ROS interface and core library

Update vortex-aruco-detection to use a similar architecture as vortex-image-filtering, so split the src code even further into separat lib and ros layers for easier testing and lower coupling and higher cohesion. Basically copy the setup in vortex-image-filtering.
