Make node for cropping image

The node should take in a Image topic and CameraInfo topic, and republish the cropped image and updated CameraInfo. This should be configurable from a config file (how much to crop, input topic names, output topic names etc.)

It is in one of the branches on perception_setup, when we used it on the detection output for valve detection, we got poor results, but we got better results without it. Needs to be tested further, but that is another issue
