Add indication of if a package has been reported already

It would be useful to have some UI indicator on if a package has been reported already - but not disabling the button either. 
We've had issues in the past of people clicking the button on accident or something going wrong in the popup, and not being able to report it again. perhaps change the text to "Reported" and the color to green, but still leave it enabled?
