This PR adds properties and methods to the ChatProvider component that will be used by the UI components that are going to be build.

Note: I'm temporarily disabling the Cypress tests as they are failing. I'll re-enable the tests once the new development server gets merged in.

The conversations library doesn't have these exported by default? It feels weird accessing them directly from their internal folders.

I had the same thought, but it looks like it's not possible to import these types from @twilio/conversations directly.
