Discuss proposals in GitHub Discussions.
Draft an RFC using RFC Index structure.
Include conformance tests and vectors when applicable.

Style

Use MUST/SHOULD/MAY per RFC 2119.
Prefer deterministic algorithms; document any non‑determinism explicitly.
