Also cleaned up incorrect "SDK" naming: we're using Swift SDKs and not plain Clang or Xcode SDKs in these workflows.

This allows building a package with Embedded Swift SDK for Wasm. Additionally,
wasm_exclude_swift_versionswas added to allow exclusion of certain versions that don't have certain features supported.
