Now postcss-loader has postcss in peer dependencies. So update the bootstrap script too.
It is very lightweight and was almost a drop-in replacement.
This change would require to use latest `wpackio\enqueue` from composer as it changes the manifest file format.
Also emit a php file for the enqueue to pick up and work with the said dependencies.
Our enqueue library can handle json just fine.

This update is targeted towards supporting latest webpack v4 (
4.44.1). We are not ready to migrate to webpack v5 yet. I will wait until CRA has webpack v5 support and go from there.NEW FEATURES
@wordpresswebpack plugin for importing stuff from@wordpress/*packages (behind a config).gutenbergflag inproject.jsfilesdirective. When enabled, it will automatically add gutenberg specific configs (like alias, jsx pragma etc).
