This is actually by design: We intend to find directly present annotations first, for efficiency and also for overriding in case of the annotation type being present on meta-annotations as well.

Given this arrangement, we can use Class.getDeclaredAnnotation as a minor optimization here as well. I've applied this as part of my #19853 revision.
