Create TracingManager service #583
Description
The goal here is to create TracingManager service.
When initialized it should setup tracing based on config and start_link :dbg.tracer process. It should listen to SettingsUpdated and TracingRefreshed events that should be sent from the UI. Since UI is not implemented yet, these events should be defined there during this task.
