pysmurf-controller: Update sodetlib version to v0.5.4

Description

Include the latest tag of sodetlib in the pysmurf-controller docker.

Motivation and Context

We'd like to deploy the latest features in sodetlb, in particular support for fixed tones.

How Has This Been Tested?

Individual features were tested before being merged in sodetlib
